| 伍、具體建議 一、開展科技官僚的人文教育，持續進行科技與人文的系列對話。
二、著手對進入資訊社會的民眾進行教化，特別著重資訊意識型態對人的誤導這方面來進行；關於此點由於受限本研究之篇幅，未得盡其所言，建請另行議訂專題專人深入研究之。
三、建立自身的資訊庫，不要過多地利用跨國性的資料庫，以免過多來自歐美的DATA BANK 對我們的文化和社會集體記憶的侵蝕。
四、組織因應資訊科技發展所引發負作用的危機處理隊伍。這個隊伍應包括經濟、政治、社會、文化、教育、藝術等各方面的人才；甚至應針對上述分類進行分組因應。
五、除了應配合資訊科技的發展，重新區隔經濟部門的劃分外，更應對社會階層或階級的分化重新加以掌握，以利各種社會、政治和民生政策的制定與執行。
六、加強研究資訊科技發展對我國和國際社會政經關係的影響，並且更應該注意其對兩岸關係演變的影響。
七、加強研究資訊科技發展對於我國的「國家／社會」關係以及「政治／經濟」關係的影響。
八、加強有關資訊科技發展所帶來的社會、政治、犯罪和精神疾病問題的預防。依照其他先進國家的經驗來看，經濟能力是能否使用資訊科技的必要條件之一，而資訊科技發展進一步惡化貧富懸殊的現象；此外，根據資訊顯示，資訊科技的使用，平均七成以上是男性，從而造成了性別歧視的問題。
